For ensuring the success of the Olympic Movement to achieve its objectives in Turkey, the Turkish Olympic Committee performs the following under the terms of the Olympic Charter of the IOC:
- Creating sports awareness and spirit among the Turkish people;
- Ensuring developing and spreading of sports to masses;
- Inspiring the idea of doing sports within the frame of Olympic ideal and ensuring that the ideal is progressively developed, widespread, strengthened and protected;
- Taking measures ensuring that athletes act in compliance with the principles of ‘Olympic Worthiness’;
- Teaching Olympic training and educational programs in schools of every level of education, in institutions related to sports training, universities, in organizations providing Olympic training, national Olympic academies, Olympic museums and in all training programs related to Olympic Movement and encouraging basic Olympic principles and values in Turkey;
- Contributing to training and education in sports management by organizing courses for ensuring propagation of basic Olympic principles;
- Making researches or cause the same to be made with respect to its principles and values.
- TOC does not deal and cannot be forced to deal with any subject other than its objective. It is an independent and autonomous organization beyond every political, economic and religious influence.
Principles
- TOC is the exclusive establishment in Turkey authorized in the Olympic Games and in organizations involving several branches of sports to be organized by the International Olympic Committee at regional, continental and global level.
- TOC is authorized to designate the city to be the candidate for Olympic Games.
- TOC is committed to the ‘Olympic Movement’ and its philosophy, the objective of which is to contribute to efforts to encourage physical and moral qualities that constitute the fundamentals of sports, helping better training of the youth by means of sports based on mutual understanding and an amicable environment and consequently creation of a better world in peace. TOC ensures development of sports in Turkey in line with these principles.
- TOC does not discriminate according to country or individual based on race, religion and political trends.
- TOC prevents political pressure to intervene with the ’Olympic Movement’.
- TOC develops the health and strength of athletes, in addition to wide spreading of the positive effects of sports on personalities within the principles of ‘Olympic Worthiness’.
- TOC helps the government in all of its initiatives for realizing and propagating these objectives.
Duties
The basic duty of TOC is to develop and protect the ‘Olympic Movement’ and sports within the frame of the terms of the ‘Olympic Charter’ of the International Olympic Committee and in line with basic principles. With this objective the TOC:
- In case the Olympic Games or similar games are awarded to any city in Turkey, it organizes the games by cooperating with the related authorities.
- Liaises among and cooperates with Turkish sports federations registered by international organizations and the International Olympic Committee as well as among National Olympic Committees of other countries.
- Reviews and approves ‘Olympic Worthiness’ of Turkish athletes to participate in Olympic Games and similar games and their competition talents. Organizes, manages and meets all requirements of and supervises the teams of Olympic Games and similar games.
- Settles any dispute among sports federations due to Olympic affairs according to Article 40 of the Bylaws. It may refer the dispute to Court of Arbitration for Sport for final decision.
- Takes measures to facilitate participation of sports federations in Olympic Games and similar games and makes necessary warnings.
- Requests sufficient monetary funds from related official authorities and assistance from individuals for the purpose of providing participation of Turkey in Olympic Games or similar games and for realization of the Games if they are organized in Turkey. TOC organizes public campaigns.
- Makes or causes to be made all publications and organizes meetings for developing ‘Olympic Idea’ and ‘Olympic Movement’.
- Makes propositions to the International Olympic Committee about ‘Olympic Movement’ and for organizing and managing Olympic Games.
- Organizes sporting event once every year under the name of ‘Olympic Day’ and events for encouraging culture and arts within the scope of Olympic Games.
- If any city in Turkey wishes to become a candidate for the organization of Olympic Games within the region of the said city, it approves the application to be made via the authority of the related city, if it considers appropriate; it warrants that the Games will be organized as will be satisfactory for and within the frame of the conditions set forth by the International Olympic Committee.
- Provides training support and similar efforts for wide spreading of sports in Turkey in compliance with the ‘Olympic Charter’ of the International Olympic Committee.
- Contributes in the training of sports managers.
- Encourages all individuals to perform sports at utmost level.
- Supervises implementation of the ‘Olympic Charter’ of the International Olympic Committee in Turkey.
- It may cooperate with administrative organizations with which it shall establish harmonious relations and with private organizations other than administrative organizations if necessary.
- Does not involve in actions which are not consistent with the ‘Olympic Charter’ of the International Olympic Committee.
- Resists against any pressure, including political, legal, religious and economic, which is not consistent with the ‘Olympic Charter’ of the International Olympic Committee in order to protect its autonomy.
- Supports anti-doping efforts and audits measures taken with that respect.
- Ensures adaptation and implementation of World Anti-doping Code in Turkey. Consequently, it ensures that TOC’s anti-doping policies and rules, procedures related to membership and/or support and to assessment of doping control analysis results are consistent with World Anti-Doping Code. If fulfils the duties and responsibilities defined in the World Anti-Doping Code for National Olympic Committees.
- It is particularly interested in for performance of National Olympic Academies, Olympic Museums and other programs with cultural content within the scope of the Olympic Movement.
- Spends necessary efforts about Fair Play for taking of measures for preventing discrimination and violence in sports, in any way howsoever.
- Obtains the approval of IOC Executive Board for flags, emblems and marches to be used in the activities of TOC, including Olympic Games.
